This paper examines the role of Romanian diplomacy in propagating state narratives during the final phase of the Communist regime's economic planning, specifically the last Five-Year Plan (1986–1990). It analyzes how diplomatic channels were utilized to shape international perceptions of Romania's policies and achievements amidst growing internal economic and political crises. Drawing on archival documents, official speeches, and reports from the Ministry of Foreign Affairs, the study highlights the strategic deployment of cultural diplomacy, international partnerships, and media campaigns to project an image of stability and progress. By juxtaposing these efforts with internal realities, the paper reveals the discrepancies between the regime’s external propaganda and domestic challenges, providing insights into the interplay between ideology, diplomacy, and the waning years of state socialism in Romania.
