Problem Statement: Communication between public authorities and the public is a key element of effective governance and the maintenance of public order, especially during full-scale war. In such a critical period, this issue becomes particularly important, as efficient communicative interaction ensures rapid and quality responses to crisis situations and fosters resilience to current challenges and threats. The relevance of the issue is primarily due to the fact that effective communication enhances trust and support from citizens. Secondly, in wartime, it is crucial to learn how to counter propaganda, the spread of fake news, and other insidious information manipulations by the enemy.
Purpose: The communication issues between public authorities and the public during full-scale war have been analyzed, and ways for their resolution have been proposed.
Methodologу: To substantiate the research results a system approach, general scientific methods of analysis and synthesis, and generalization method were selected. Specifically, the system approach was used to study how the elements of communication as a system, namely public authorities and the public, interact with each other during wartime. The methods of analysis and synthesis were applied to investigate the source base on communication between authorities and the public in the context of full-scale invasion. Generalization method was used to identify tools that facilitate effective communication between authorities and the public in the context of war.
Results: The tools for ensuring the effective communication between public authorities and the public, which contribute to increase a public support and a trust, as well as enhancing the resilience of both governmental institutions and society as a whole to modern challenges, have been researched. The importance of using such tools as media literacy and public oversight of government activities despite certain restrictions on such oversight during martial law has been substantiated.
Conclusion: The research emphasizes the importance of public participation in the adoption and implementation of management decisions in wartime. The author also suggested to use some tools to improve communication between public authorities and the public during full-scale war. Recommendations have been developed on how public authorities can achieve effective feedback from the public during periods of risks and threats.
