On September 30, 2022, Ukraine submitted an application for accelerated accession to NATO. This political decision of the state leadership imposes on the public governance system the responsibility for the rapid implementation of deep systemic reforms that will allow Ukraine to meet the criteria for joining NATO. This is especially relevant in the defense sector, given the new challenges and complex tasks that arose after the start of Russia's armed aggression.
Therefore, the research was prompted by the need to find quick and efficient solutions in the field of public relations in the defense sector, designed to accelerate reforms in Ukraine and prepare for joining the North Atlantic Alliance.
For this, the research analyzed the world concept of multilevel governance at its various levels, the experience of NATO countries on their way to euro-atlantic integration, and the existing system of governance in Ukraine in the defense sector.
Based on the results, it is proposed to consider the concept of multilevel governance as a model for introduction into the system of public governance in Ukraine in the defense sector in the context of its euro-atlantic integration.
Based on the analysis of the issues of interaction and powers of subjects as a systemic basis of multilevel governance, as well as risks that may prevent Ukraine from achieving the defined criteria for joining NATO, the research identifies the vectors of systemic development of multilevel governance in the defense sector of state under the conditions of euro-atlantic integration.
Based on this, the priority areas of activity of public authorities are proposed in the form of a Road Map as concrete steps for the implementation of mutually coordinated measures for the development of multilevel governance in the defense sector of the state to ensure its accelerated euro-atlantic integration.
