The relevance of examined issues of national resilience is driven by the challenges that have become particularly acute for Ukraine since 2014. The annexation of Crimea, the conflict in Donbas, and the full-scale war of 2022 revealed systemic gaps in Ukraine’s national security, underscoring the need to explore alternative strategies in this domain.

This study aims to analyze the concept of resilience and its implementation across various spheres of national security, with a focus on building robust mechanisms for national resilience.

Through a synthesis of theoretical research and practical experiences from various countries, this study seeks to develop an actionable framework for identifying an optimal model for ensuring national resilience. The selection of this resilience model and the corresponding mechanisms is contingent upon identifying key threats to national security. A crucial component of this process is establishing clear, targeted goals that the mechanisms for national resilience must aim to achieve. Identifying “vulnerabilities” within the national security framework, especially in countering critical threats, will contribute to a comprehensive understanding of the mechanisms required to support Ukraine’s resilience.

Therefore, the development of national resilience is a critical priority for Ukraine, serving as a response to the enduring, complex, and disruptive nature of hybrid threats.

The study reveals the importance of advancing this field of knowledge to formulate scientifically grounded recommendations for national leadership on pathways to strengthen national resilience.
