This round table explores Ukraine's emerging role in shaping international space law amidst the challenges posed by ongoing conflict and geopolitical instability. Facing direct threats, Ukraine has adopted innovative approaches to space security, sovereignty protection, and sustainable space resource management. Using Ukraine as a case study, this panel will examine how satellite technology and artificial intelligence (AI) have become crucial to national security and defence, highlighting the essential role of public-private partnerships (PPPs) in enabling rapid access to advanced technologies. Speakers will address critical legal issues, including the regulation of dual-use technology, liability concerns, and the complex dynamics of PPPs, especially as private companies supply essential intelligence that may influence military operations. These cases illuminate the legal dilemmas inherent in entrusting key national security functions to private entities, where existing legislative frameworks often struggle to keep pace with rapid technological advancements. Additionally, the panel will tackle ethical and legal aspects of using satellite data and AI for both military and humanitarian purposes, which are particularly pertinent in conflict zones. The reliance on commercial data for military decision-making poses risks for both state and private assets, potentially exposing them to hostile actions. The panel will discuss how dual-use satellite technology and autonomous drone systems raise questions about legality and accountability, pushing for new ideas that uphold ethical norms and adhere to international law. These discussions emphasise Ukraine’s emerging significance as a key contributor in shaping the future legal landscape of space governance, positioning the country at the forefront of international efforts to develop adaptive, forward-thinking space laws in an era of unprecedented challenges.
