Discussion

Abstract: The current international situation is complex and volatile, and the international landscape has entered a period of profound adjustments in the face of the unprecedented changes of the past century, with the rise of countries of the “global South” as a new force that is becoming an important force in influencing and reshaping international issues. In the future, for any international actor to retain its influence as a global player, it will be necessary to reflect on the way of dealing with other global actors, such as the “global South”, and to participate in a multipolar world on the basis of autonomy and equality. After the outbreak of the Russian-Ukrainian conflict, the diplomacy of the “global South” became an important tool for Russia to alleviate its geopolitical dilemmas and develop its foreign strategy. After the collapse of the Soviet Union, Russia has been adjusting its great power identity narrative from “member of the Western world” to “center of the Eurasian continent”, and has always taken the West and the Eurasian continent as the key areas of its diplomatic strategy. The outbreak of the Russian-Ukrainian conflict has led Russia to continue to adjust its foreign strategy, creating a new identity narrative as the “center of the multipolar world,” “defender of the global South,” and “leader of the anti-colonial movement. Russia's “global South” diplomacy has been accelerated through the creation of a new identity narrative and the policy orientation of “memory diplomacy,” “nuclear diplomacy,” and the role of non-Western-led multilateral mechanisms. In the future, Russia's “Global South” diplomacy will be constrained by its own lack of strength, its fierce confrontation with the West, and the intensification of the game among the major powers in the “Global South” region.
