Discussion
For a long time, China regards Russia and Central Asian states as energy suppliers in the energy cooperation with them respectively. However, they are no longer mere supplier from Chinese perspective, because of the mutation of global energy market, China’s energy supply structure and the exporting capacities of Russia and Central Asian states. Under the background, their roles are diversified: some of them have consolidated the position of supplier when some of them have surpassed the role of supplier. In addition, Russia’s strategy of turning to the East also stimulates China to adjust its own energy strategy. From Chinese perspective, to recalibrate the positions of Russia and Central Asian states in bilateral and multilateral energy cooperation flexibly and pragmatically is necessary to meet its demand of energy security and energy transition.
