Discussion

Ukraine is a large country in Eastern Europe. Its geographical location, territory, tangible and intangible assets, and high-quality human capital give the reasons to believe that it has significant potential to overcome growing challenges due to the military intervention of the Russian Federation. Nowadays, when the external environment is changing rapidly, the implementation of open innovation practices has great potential for generating innovative solutions through collaboration in times of war. The purpose of the research is to identify the ways of creating new ideas and implementing the best practices of collaborative work which will be used to generate innovative solutions during the war and post-war period for rebuilding Ukraine. The main objectives of the research: to determine instruments for supporting open innovation activity through creating new ideas and finding financial resources for their implementation; to identify the channels of collaborative work with the implementation of open innovation practices; to frame the main directions for the creation of new opportunities in collaborative work for the representatives of the scientific community and business during the war and post-war recovery period in Ukraine. Systematic and comparative analysis, synthesis, and generalization of the academic literature and the legislation have been carried out to create the theoretical background of the research of open innovation. Basic statistic tools and methods have been used for the empirical study of open and collaborative work between business and science in Ukraine. The questionnaire has been developed to research the implementation of open innovation practice for the interaction of science and business and determine directions for strengthening the co-ideation, collaboration, and co-creation between the academic community and business representatives. It has been identified that e-infrastructure is the main tool for the implementation of open innovation practices in Ukraine in times of war. The results of the research can be used to develop the national strategy for supporting open innovation and to create a digital map of knowledge and technologies in Ukraine.
