Discussion

Before the war, Russian export companies were preparing to comply with the EU Carbon Border Adjustment Mechanism (CBAM) by establishing strategies and actions to report their GHG emissions and cutting their carbon footprints. The western sanctions diverted Russian exports to new markets, which removed the immediate pressure to demonstrate climate responsibility. However, companies may have a number of reasons to maintain such activities including emerging carbon regulations for export products in the Chinese and possibly also Indian markets and perceived prospects for re-engaging with the western markets in the future. This presentation outlines ongoing research related to the views of Russian export companies on maintaining their climate strategies and debates around this issue in Russia.
