In a situation of turbulence due to the war in Ukraine and a tough confrontation with the West, the usual Putin’s model of the priority of loyalty over managerial efficiency, as well as a system of managed conflicts within and between different corporations, began to malfunction. This was clearly manifested both in the course of war and by the Prigozhin mutiny. The prevention of the concentration of different types of resources: administrative, political, financial, power, etc. in the same hands reduces the autonomy of the players, thereby simplifying the task of control, but depriving the system of the flexibility needed in a rapidly changing situation. However, there are no signs so far that the Kremlin is eager and is capable of changing its approach to personnel decisions. Moreover, in many cases some urgent decisions to be made like replacing aging siloviki are postponed which further reduces efficiency and increases the risks of destabilization in the event of salvo forced replacements. The survival of the system in the future depends on its ability to change its basics.
