What can peaceful counter-secession and reintegration achieve in the absence of a comprehensive peace agreement? This paper looks at the reintegration policies of the Republic of Moldova in the context of the Transnistrian conflict. It follows the process of negotiation since 2012 to the present day and analyses the approach of the central government towards the separatist state. In doing so it looks at political, governance and security arenas in which these policies are implemented and assesses the success of the reintegration policy in the absence of a political settlement. This assessment is carried out in parallel to an analysis of the support given by the Russian Federation to Transnistria in order to determine the viability of the reintegration policy in the Republic of Moldova. The methodological approach of this article is based on carrying out process tracing and within case analysis.
