Russia has for long has been a reluctant participant in the international climate negotiations and domestic adaptation policies were weak and not prioritized. However, in recent years there has been a shift in the official framing of climate change. It is now understood as a fundamental threat to Russia’s national security, although also some positive impacts are mentioned. In the last few years before the war increasing attention to was given to development in international climate politics and the energy transition and the implications for Russia as dependent on energy exports.

The war against Ukraine has pushed Russian climate policy development further down the political agenda. But physical climate developments are of course not affected by the new situation. One question now is whether corporate actors will develop climate strategies based on their own self-interest. How are major companies defining their interests now – both with respect to adaptation to climate change as well as in relation to external markets and potential investors.
