Viktor Orban has been serving as prime minister continuously for twelve years but recent government cycle is his fifth prime minister term. Long-time service of cabinets was not typical in Hungary before 2010. The aim of this paper is to present the changes in the composition of the recent Orban governments: who the members of the governments are, what the career paths of the cabinet members have, they are experts or politicians. Viktor Orban stated out ‘political governance’ as a new style of governance in 2010. Although the governance is always political, this statement focuses on the implementation of political goals as soon as possible against the bureaucratic rationality of decision-making. In this paper the impact of the political governance and new government structure on the composition of the government will be investigated.


The results come from a database that contains social-demographic and career data about all members of Hungarian cabinets including political and bureaucratic leaders from 1990 to 2022. The database is suitable for making comparative examination among cabinets in a long-time period.
