The presentation touches upon the central administration’s strategy for the development of the Black Sea coast of the Caucasus in 1894-1913. The main authors of the imperial policy were A.S. Ermolov (Minister of Agriculture) and N.S. Abaza (member of the State Council). The Emperor Nicholas also treated to the measures aimed at “revitalization the Black Sea coast of the Caucasus” with great attention. I will also compare the resettlement program in Siberia and the Caucasus under Nicholas II. The authorities described the Black Sea Coast as “the future Russian Riviera,” due in large part to the region’s unique climate. These issues are considered in close relations with the main directions of the state policy for the development of the economic, climatic and strategic potential of the Black Sea coast.
