The report proposes to examine the role of the Supreme Geodetic Administration (VGU or Vysshee Geodezicheskoye Upravleniye) and related administrative bodies in the production of toponymic knowledge in Soviet Russia. In particular, it seeks to analyze the VGU’s decision-making regarding the assignment and mapping of place names in the Arctic and Siberia and its significance for current toponymic policy in Russia. It also aims to investigate the evolution of place names mapping practices, including their visual, textual and linguistic representations on maps as part of the Soviet nationality policy in Siberia.
