Profile of Joan Miller
Joan Miller is Director of ICT at the UK Parliament and sits on the
management boards of both the House of Commons and the House of
Lords. She was recruited to set up a new department in 2005,
centralising 9 separate ICT offices to create a new and more strategic
ICT function for the UK Parliament. She leads Parliament's ICT
developments to support mobility, flexibility and electronic papers
based on cloud services.
In previous roles Joan managed community development programmes
and European partnerships, becoming involved in managing ICT in
1993. She managed award winning ICT programmes and services in
local government in Essex, Suffolk, and London from 1993-2003, in the
course of which she centralised ICT services 3 times and established
substantial organisation-wide change and savings programmes to
create new contact centres, face-to-face services and transactional
web services for citizens. She also led 2 UK national projects in this
period, one to join up electronic information and records across
several organisations and the other to set standard methodologies for
public sector programme and project management.
